Batman and the Outsiders #16 (1984) (Mid Grade)

After long investigations about Halo's past and background, Bruce Wayne asks private eye Jason Bard to track down Halo's home town and parents in Arlington, Missouri.  Bruce provided him with only the name "Violet" as a clue and Bard eventually locates Violet Harper's family.  When the Outsiders learn of this, they start the preparations for Halo's return home, while Metamorpho, wanting to see his love Sapphire Stagg, has Dr. Jace create a device to counteract his weakness: The Orb of Ra.
